The Corsair was resurrected After The Time War?

In the day after The Doctor's saved Gallifrey the Time Lord's found a way back into this universe and set up a trap for the Doctor. After that they made Rassilon sealed back into his tomb. In this universe they resurrected The Corsair to be their new Lord President. 
The high council of Gallifrey had a discussion about leadership some saying," Rassilon was a great Lord president for the time War. However the time War has been over now for a year and a half. It's time for young blood." Other's on the high council of Gallifrey said," Rassilon was too extreme even by our standards." They all conveined by looking at Time Lord's that did best for Gallifrey and it's citizens. The high council of Gallifrey made a decision saying," For the good of Gallifrey in the aftermath of The last great time War we have decided to bring back The Corsair as our new Lord President of Gallifrey." The Corsair after being brought back to life by the high council of Gallifrey and informed on everything said," I'm The Corsair in my first act as your new Lord President I must say that I have faced enemies from outside this universe. We should be prepared for such occasions for both enemies inside and outside the known universe."

Torchwood and Unit shared resources?

Torchwood and U.N.I.T are adversarial but in this universe they share resources.  Jack Harkness was talking to the first officer of unit. This talk lead to them agreeing to share resources with one another. Jack Harkness was contacted by Kate Stewart in 2012 and the talks were about many topics and The Doctor. Captain Jack Harkness said," You know about The Doctor? For how long? I know he's on your payroll." Kate Stewart replied," We can share with you our records and mission's that The Doctor has helped with including the most recent one." Captain Jack Harkness said," Yeah that would be very helpful. So The Doctor has worked for you for some time. I will tell you all of my experiences with The Doctor." Kate Stewart had sent copies of all of their files and listened to Captain Jack Harkness's experiences with The Doctor. Kate Stewart then said," You now have a full record of The Doctor and how he has been so helpful to us."

The Daleks and Cybermen combined their technology?

The Daleks and Cybermen are diametrically opposed but in this universe they are allied.  The Daleks had proposed to the Cybermen," Our technology is compatible with Your's Cybermen." The Cybermen responded," We agree with you Daleks and our technologies combined would be supreme." The Daleks said," Correction: our technologies combined will be supreme!!!!!!!!!" The Daleks and Cybermen began combining their technologies and becoming an unstoppable force in the universe.
